Definition

An Environment Root must have either a Feature Hierarchy, a Geometry Hierarchy, or both.

Rationale

An Environment Root is optional in a transmittal, but a "vacuous" Environment Root is not permitted. The DRM notation cannot enforce an "or" aggregation. Consequently, this business rule is required.
