Rule Name: Perimeter Related Organizing Principle

Definition

Objects which are components of a Perimeter Related grouping will be fully contained within the spatial extents defined for that Perimeter Related grouping, if the strict_organizing_principle field == SE_TRUE.

If strict_organizing_principle == SE_FALSE, no guarantees exist as to how accurately the components were placed into their 'sorted bins' (the branches of a hierarchy aggregation). This was designed to allow the use of Perimeter Related even if a few features cross the boundaries of the organizing principles.
